Biography

Mr. Surender Kumar had a distinguished career in the Indian Forest Service spanning more than 33 years, during which he held diverse assignments including Secretary, Environment Department; Member Secretary, Tripura Bio-diversity; CEO, Indo-German Development Project; and Director, Ministry of Development of North Eastern Region. During his tenure with the Ministry of Environment & Forests, Government of India, he contributed to the drafting of the amendment to the Wildlife (Protection) Act, 1972, the framing of a policy for eco-tourism, and the enforcement of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). He also represented India in the Interpol group on wildlife crime. As Secretary, Environment Department in Tripura, he introduced the ban on single-use polythene and the Noise (Pollution) Rules. Apart from a Law degree from Delhi University, he holds a Masters in Physics and an M.Phil. in Social Sciences. He has considerable experience in corporate governance and served as MD, TRPC. He also represented the central government on the boards of the North Eastern Development Finance Corporation (NEDFi) and NERAMAC. During his years as a bureaucrat, he was responsible for overseeing the implementation of numerous high-worth projects. He has been instrumental in drafting and vetting legislations and parliamentary reports, and has been actively involved with parliamentary committees, having headed several committees including disciplinary committees. Mr. Kumar has ample experience in project implementation and strategizing, including budget, timeline and personnel, along with hands-on experience in dealing with and strategizing litigation on behalf of the government.
